The US Department of Veteran's Affairs awarded our firm a contract to complete environmental consulting services and prepare a NEPA Environmental Assessment for several proposed construction projects at their existing 100-acre campus in Dallas, Texas.
Our team worked closely with the VA during the project to develop strategies to address the various LTSCI and CEMH facility components in the NEPA EA and Section 106 consultation, while maintaining the project schedule for the release of the LTSCI bid documents.
Project Details
- 172,000 sq ft long-term spinal cord injury facility (LTSCI)
- 215,000 sq ft clinical expansion for mental health (CEMH)
- 80,000 sq ft warehouse/office
- 1,000-car parking garage
The LTSCI and CEMH projects include demolishing 14 small- to medium-sized buildings at the space-constrained campus to create space for the new buildings, reconfiguring/relocating the main campus loop road, and installing and relocating campus utilities to support the new developments.
We provided the following services:
- Phase I Environmental Site Assessment
- Review and Evaluation of Existing Asbestos and Lead-based Paint Surveys
- Review, Evaluation, and Consulting for a Traffic Study
- Regulatory Requirements Report, Baseline and Desktop Noise Analysis
- Baseline Air Quality Analysis
- Hydrology/Stormwater Report
- Stakeholders Report
- Cultural and Archaeological Resource Survey
- Section 106 Consultation for Adverse Effects to Historic Properties
- NEPA Environmental Assessment
The project required the completion of environmental services, including the NEPA EA and Section 106 consultation for potential historic property effects to enable the VA to issue bid packages for the LTSCI building construction, while only in the conceptual, pre-design (project book) phase for the CEMH projects.
