Verdantas supported the environmental assessment, remediation, and regulatory closure of the Former Brook Park Ford Plant in Cuyahoga County, Ohio, helping advance the long-time industrial site toward redevelopment. With manufacturing operations dating back to the early 1950s, the property presented a complex environmental profile shaped by decades of automotive engine production, requiring a coordinated approach to evaluate site conditions, address legacy impacts, and meet state and federal cleanup requirements.
Our team began by reviewing historical Phase II investigation and remediation data to establish a baseline understanding of site conditions and identify critical data gaps. Building on this foundation, we conducted additional Phase I and Phase II property assessments under Ohio’s Voluntary Action Program (VAP), including targeted investigation of soil, groundwater, and vapor conditions, along with verification of the site’s Urban Setting Designation. These efforts provided a defensible understanding of environmental risks and informed the path forward for remediation and closure.
Verdantas also performed a comprehensive review of prior remediation activities and advanced the site through key regulatory milestones, including completion of Tier 1 and Tier 2 investigations and an Interim Response Action for the Bureau of Underground Storage Tank Regulations (BUSTR). A Post-Remedial Human Health Risk Assessment was then completed to confirm that site conditions met applicable standards for future commercial use. Through this integrated approach, our team guided the property through both the Ohio VAP and TSCA Self-Implementing Closure processes, culminating in the preparation and successful submittal of a No Further Action (NFA) Letter and issuance of a Covenant Not to Sue (CNS).
In parallel with technical and regulatory efforts, Verdantas supported project implementation strategies that improved both efficiency and cost outcomes. Our work helped the client secure approximately $10 million in funding through the Ohio Brownfield Remediation Program, providing critical financial support for cleanup activities. We also developed a Beneficial Use Permit for spent foundry sand, enabling compliant on-site reuse of materials that would otherwise require disposal, significantly reducing project costs while maintaining adherence to applicable VAP standards.
By combining detailed technical evaluation with practical, solutions-oriented implementation, Verdantas helped transform a historically impacted manufacturing site into a property ready for future use, demonstrating how integrated environmental strategy and regulatory alignment can accelerate brownfield redevelopment.
